International multidisciplinary symposium – The birth rate as a strategic issue in public health policy

The 10th France-China international symposium, in webinar on December 15 and 16, 2022, will focus on “The birth rate as a strategic issue in public health policy”. Organized by Xin CHEN and Bénédicte BOYER-BEVIERE, it will be held under the aegis of the Sino-European Center (CSE) of the Shanghai University of Medicine and Health Sciences, the Health Research Institute (HIRI), the Faculty of Overseas of the Shanghai Jiao Tong University and the Center for Legal Research in Private Law and Health Law of the University of Paris 8. This meeting, focused on the public health policy of natality, is justified in the context of a world overpopulation, estimated by the UN in November 2022, to 8 billion people, the explosion of aging, the decline of fertility by the impact of health, economic, environmental crises generating relatively low birth rates.

The birth rate will be presented in a historical dimension under the angle of successive crises in China and in France having impacted the birth rate, including Covid-19, completed by the example of the history of the development of the clinical research project on maternity in Shanghai. Other ethical and legal reflections will intervene on the reasoned birth rate in the context of crises. Current public health policies on childbirth focusing on human reproduction, medically assisted reproduction (MAP), the effects of the environment, and the need to look ahead as a global issue for future generations will be discussed. The legal challenges of the birth rate at the dawn of the 21st century will also be discussed, especially since it is necessary to reconcile the birth rate with voluntary termination of pregnancy, restrictions on access to MPA, the menopause and the risks of transhumanism. In addition to the question of rethinking the normativity of the Chinese Constitution in the face of birth policy, the constitutionalization of abortion in France will be addressed.
