Scott Fulton

President of the Environmental Law Institute

Scott Fulton is President of the Environmental Law Institute, the world’s leading environmental law think-and-do tank. A lawyer by training, his career prior to ELI was principally in government service as an environmental prosecutor, judge, policymaker, counselor, and diplomat through numerous high level appointments with the United States government, including as General Counsel of the U.S. Environmental Protection Agency (EPA), EPA Deputy Administrator (Chief Operating Officer), head of EPA’s Office of International Affairs, Judge on the Environmental Appeals Board, head of EPA’s Enforcement office, and Assistant Chief of the Environmental Enforcement Section at the U.S. Department of Justice (DOJ). He also has worked as a partner at the environmental law firm, Beveridge and Diamond, has taught International Environmental Governance at George Washington University School of Law, is a Fellow of the American College of Environmental Lawyers, and serves on United Nation Environment’s International Advisory Council on Environmental Justice.
