He is a Lawyer from the Universidad Iberoamericana in Mexico City. Has a Masters Degree in International Law (specialized in Environmental Law) from the American University, Washington College of Law, Washington, D.C. He is a member of the 7th Cohort of the Leadership on Environment and Development (LEAD) Program. Founder and Executive Director of the Mexican Environmental Law Center (CEMDA) since 1993. Columnist for the Universal newspaper. Before, he was a columnist for the Reforma and El Financiero newspapers. Environmental Law Professor at the Universidad Iberoamericana since January 1994. Member of the Board of Directors of the Water Advisory Board and also of the Iberoamericana Institute for Sustainable Justice.
