2nd World Environmental Law Congress – European Regional Event A Critical Decade for Environmental Law

Paris, France; Online Thursday 16 December – Friday 17 December 2021

Legal regimes are critical to address environmental threats from pollution, biodiversity loss, and the climate crisis. Environmental laws are only useful, however, if they are effectively applied. Legal indicators provide a mechanism to evaluate the impact of laws on the natural environment.

On the first day of this event, speakers will present legal indicators and explore their effectiveness in international, European, and national environmental law. On the second day, speakers will evaluate the effectiveness of international conventions and sustainable development goals through these legal indicators.

Emilie GAILLARD, coordinator of the Normandy Chair for Peace, accompanied by two students from the Master 1 Law of Future Generations of Sciences Po Rennes-Campus de Caen, went from December 16 to 18 at the University of Paris-Saclay where held the second Congress of International Environmental Law. The symposium was organized in the form of conferences held by expert jurists from IUCN, faculties from France and elsewhere, the French Society for Environmental Law and many others. Present on site or speaking via the Zoom platform, among the guests there were, among others, Michel Prieur, President of the International Center for Comparative Environmental Law (CIDCE), Christina Voigt, President of the World Commission on Environmental Law (WCDE) or Antonio Benjamin, Honorary President of the IUCN’s World Commission on Environmental Law.

The speakers dealt with and questioned two main themes, namely the effectiveness of environmental law on an international and national scale, and by extension the measurement of this effectiveness through environmental legal indicators, research conducted by Professor Michael Prior. Indeed, today there are various indicators for measuring the effectiveness of national and international legal texts, particularly scientific ones, and the challenge now is to integrate a legal dimension into these measures. Environmental laws can only be useful if we have the means to assess the impact of the law on the natural environment. Thus, the objective of the indicators would be to measure the effectiveness of the law, thereby making the rules of environmental law intelligible.
